​It is a sad testimony and fact today that most people simply do not read. They have no skill when it comes to reading, and that is because reading does not interest them. To prove their complete lack of reading skill, all you have to do is listen to them read.
​I have found people who do read about earthly stuff that they find interesting. Things that they deem are needed for their minds.
But rare it is to find people who read the holy scriptures.
To prove just how misunderstood the word "read" is, look at its definition:
1. To utter or pronounce written or printed words, letters or characters in the proper order; to repeat the names or utter the sounds customarily annexed to words, letters or characters; as, to read a written or printed discourse; to read the letters of an alphabet; to read figures; to read the notes of music, or to read music.
2. To inspect and understand words or characters; to peruse silently; as, to read a paper or letter without uttering the words; to read to one's self.
Noah Webster 1828 Dictionary--
The first definition of "read" tells us that the printed words are read and uttered with the mouth. The words are pronounced with the mouth. You can HEAR a person reading.
That is why Philip, in Acts chapter eight, heard that man reading the holy scriptures.
